The Communication Authority of Kenya (CA) is the regulatory agency for the ICT industry in Kenya with responsibilities in telecommunications, e-commerce, broadcasting, postal/courier services and cyber security. CA is also responsible for managing the country’s numbering and frequency spectrum resources, administering the Universal Service Fund (USF) as well as safeguarding interests of consumers of ICT services.
Pursuant to Regulation 4 (4) of the Kenya Information and Communications (Registration of SIM-Card) Regulations, 2015, the Authority hereby proposes new Guidelines on Registration of SIM cards, applicable to telecommunications service providers, Sim Card sellers, agents and dealers, among others.
These guidelines are meant to enhance clarity in the current SIM Card registration process and provide for accountability in the provision and use of SIM Cards.
These guidelines are available on the Authority’s website: https://www.ca.go.ke/consumers/public-consultations/open-consultations/. Stakeholders and members of public are invited to submit inputs, suggestions and comments to enhance the proposed Guidelines.
