Public Consultation On Review Of The Programming Code For Broadcasting Services

The Communications Authority of Kenya (CA) is the regulatory authority for the ICT industry in Kenya with responsibilities in telecommunications- commerce, broadcasting and postal/courier services. CA is also responsible for managing the country’s numbering and frequency spectrum resources as well as safeguarding the interests of users of ICT services.

In furtherance of its responsibility to safeguard the interests of consumers including, children, the Authority has developed a consultation paper on the review of the programming code that sets the standards for the time and manner of programmes to be broadcast by licensees.

The objective of this consultation process is to give stakeholders and the public an opportunity to comment on the proposed additional requirements that broadcasting licensees will be required to implement in order to enhance the provision of responsible and responsible programming catering for all sections of the Kenyan community. The proposed review is also meant to enhance consumer protection as well as promote innovation and public interest in broadcasting services.

Stakeholders including members of the public, consumer organizations, agencies dealing with media and broadcast issues, licensees and incorporated bodies are invited to review and submit their specific inputs and views on the proposed requirements aimed at promoting responsible and responsive broadcasting in Kenya. Written comments on specific proposed requirements and any other requirement shall be sent to the address indicated below or via email address on or before the close of day on 18th January 2019.

The comments received will inform the final content Programming Code for implementation by the relevant broadcasting service licensees as part of enforceable license conditions.
