The Communications Authority of Kenya (CA) is the regulatory Authority for the ICT industry in Kenya with responsibilities in telecommunications, e-commerce, broadcasting and postal/courier services. CA is also responsible for managing the country’s numbering and frequency spectrum resources as well as safeguarding interests of consumers of ICT services.
CA is the designated agency and member of a number of regional and international organizations that govern the provisions of ICT services such as the International Telecommunications Union (ITU), which is a specialized agency of the United Nations.
The ITU recently adopted a new Recommendation relating to international telecommunications numbering, which CA intends to domesticate as a basis for regulating access to foreign SIM Card locally. Consequently, the Authority has developed draft requirements and procedures for such access and use of international telecommunications numbering resources in Kenya.
The said requirements and procedures are available at the Authority’s website at: http://www.ca.go.ke/#Public-Consultations. The public is invited to submit written inputs and/or comments on the proposed requirements and procedures on or before 30th June 2017 to:
