The Ministry of Information, Communications and Technology (MoICT) has constituted an inter-agency Steering Committee to review of Kenya’s first National Broadband Strategy (NBS) for the period 2013-2017. The Committee draws membership from the MoICT, Communications Authority of Kenya (CA), Vision 2030 Delivery Secretariat (VDS), National Communications Secretariat (NCS) and the ICT Authority (ICTA).
The inter-agency involved in this process is at the tail-end of the review of the NBS. The inter-agency therefore, seeking views from the members of the public to enrich the NBS 2018 – 2023. This is also in line with the constitution of Kenya 2010.
- Request for Contributions
The purpose of this Consultation exercise is to give the stakeholders an opportunity to comment on the proposed NBS in order to arrive at a widely agreed upon strategy for Kenya.
The contributions should contain specific recommendations on what should be done to address the following issues and any other that you may deem pertinent for broadband development in Kenya:
- Infrastructure and connectivity
- Content services and applications
- Policy, regulations and Legislation
- Capacity building and innovations
- Broadband devices
- Finance and investment
- Privacy and Security
- Role of stakeholders in expanding broadband penetration
- Governance and delivery framework
- Any other recommendations
The public and stakeholders are invited to provide input and views on the Revised National Broadband Strategy for the period 2018 -2023 available on the Authority’s website: https://www.ca.go.ke/consumers/public-consultations/open-consultations/ .
Members of the public are requested to provide suggestions / recommendations on either all areas or on only the areas that you are able to comment on most authoritatively. When making the submission, please clearly identify the thematic area you are contributing on using the same numbering and heading in Section 2 above. This consultation will close on 15th March, 2019 at 5.00 PM. The input will be further validated on 19th March, 2019, in another round of public participation ahead of promulgation by the MoICT.
All stakeholders including members of the public, licensees and incorporated bodies are requested to review and submit their written inputs and views on the revised NBS 2023 to:
