Corporation Secretary

CS Lydia Sitienei is the Director, Legal Services and Corporation Secretary, having joined the Authority on 1st December 2023.

She is an accomplished Advocate of the High Court of Kenya, Company Secretary, and Governance Auditor with over fifteen (15) years of professional experience in the legal practice, specializing in the financial, pensions, and energy sectors. She is recognized for expertise in cross-border bilateral trade negotiations and agreements within the East African Community (EAC), with a particular focus on electricity transmission line projects in the Kenya government sector.

Prior to joining the Authority, she was the General Manager, Legal Services and Company Secretary at the Kenya Electricity Transmission Company (KETRACO) and previously served as the Group Company Secretary and Head of Legal Services at CPF Financial Services Ltd (LAPTRUST).

Ms. Sitienei has been an expert advisor for various regional integration initiatives, such as the EAC Insurance and Pensions Sectors Integration for harmonization and portability of Benefits, the Northern Corridor Integration Project (Kenya Uganda Rwanda) and the Eastern Electricity Highway Interconnector Project (Ethiopia-Kenya-Tanzania) in the East Africa Power Pool (EAPP), among others.

She holds a master’s degree in Public Policy and Management from Strathmore University Business School and has trained at the New York University Robert F. Wagner Graduate School of Public Service, IESE Business School, and China Europe International Business School (CEIBS).

Other qualifications include a Bachelor of Laws degree from the University of Buckingham (UK), a Postgraduate Diploma in Law from the Kenya School of Law, a Certified Public Secretary (CPS-K), and an Accredited Governance Auditor. Professionally, she is an active member of the Institute of Certified Secretaries of Kenya (ICSK), the Law Society of Kenya (LSK), the Institute of Directors (IOD-K), the East Africa Law Society (EALS) and the Kenya Chapter of the Chartered Institute of Arbitrators (CiArb).
