The Communications Authority of Kenya (CA) is the regulatory agency for the ICT sector in Kenya with responsibilities in telecommunications, e-commerce, cyber security, broadcasting and postal/courier services. The CA is also responsible for managing numbering and frequency spectrum resources, administering the Universal Service Fund (USF) as well as safeguarding the interests of consumers of ICT services.
In execution of its mandate the Authority strives to create and adopt responsive legal and regulatory frameworks to foster innovation and competition in the ICT industry.
To this end, the Authority has developed draft Technical and Operational Guidelines for Deployment and Roll Out of Commercial Internet Telephony Services, 2026, meant to replace Guidelines for the implementation and provision of Voice over Internet Protocol (VoIP) services, 2005.
The Authority invites members of the public, ICT service providers and stakeholders to review the draft guidelines and submit their comments via voip@ca.go.ke, by March 30th, 2026.

The Communications Authority of Kenya (CA) is the regulatory agency for the ICT industry in Kenya with responsibilities in telecommunications, cyber security, e-commerce, broadcasting, multimedia and postal/courier services. The CA is also responsible for managing the country’s numbering and frequency spectrum resources, administering the Universal Service Fund (USF), as well as safeguarding the interests of users of ICT services.
The Kenya Information and Communications Act, 1998, mandates the Authority to license and regulate telecommunication services in Kenya.
In furtherance of its consumer protection responsibility provided for under Section 46A (a) of Act, the Authority in 2018 developed a Framework for Quality of Service (QoS) measurement for mobile telecommunication services in Kenya.
Over the years, there have been significant developments in the telecommunications sub-sector, necessitating a review of the QoS framework, to include measurement of new technologies such as 4G, 5G, among other new technologies.
In line with the constitutional requirement of public participation, the Authority invites stakeholders, including members of the public, mobile telecommunication service operators, and licensees, among others, to review and submit their specific input and views on the proposed Framework for Quality of Service (QoS) measurement for telecommunication services.

The Communications Authority of Kenya (CA), the regulatory agency for the ICT industry in Kenya, is responsible for regulating telecommunications, e-commerce, cybersecurity, broadcasting, and postal/courier services. The Authority also manages the country’s numbering and frequency spectrum resources, administers the Universal Service Fund (USF), and safeguards the interests of consumers of ICT services.
In accordance with Section 24(1) of the Kenya Information and Communications Act, 1998, the Authority licenses entities within the sector. As such, the Authority currently operates postal and courier market structure last amended in 2008.
The Authority now seeks to undertake a review of this market structure with the following objectives:
1. To address and remove certain market entry and operational barriers identified over time;
2. To provide greater clarity on the scope of the various Licences;
3. To propose new licensing areas in line with the current ICT sector policy;
4. To offer an opportunity for stakeholders and members of the public to submit proposals for the improvement of the framework, in furtherance of the Authority’s goal to maintain an enabling regulatory environment for the sector.

Comments received on Public consultation on the Proposed Postal and Courier Market Structure
Stakeholder Validation Workshop on the Review of the Postal and Courier Market Structure on 4th March 2026, from 2:30 pm
The Communications Authority of Kenya (CA), established under the Kenya Information and Communications Act, 1998, is the regulatory agency for the ICT industry in Kenya with responsibilities in telecommunications, cyber security, e-commerce, broadcasting and postal/courier services. The CA is also responsible for managing the country’s numbering and frequency spectrum resources, administering the Universal Service Fund (USF) as well as safeguarding the interests of users of ICT services.
Pursuant to Section 24 (1) of the Kenya Information and Communications Act, 1998, the Authority is empowered to license entities operating within the ICT sector. The Authority currently implements a technology and service-neutral telecommunications market structure under the Unified Licensing Framework (ULF), which was last amended in 2014.
Following the Public Notice of 23rd November 2024 regarding the ongoing review of the Unified Licensing Framework (ULF) and subsequent receipt and consideration of comments from stakeholders and the general public, the Authority has prepared responses to the submissions received.

Transition Provisions for the Implementation of the Revised Market Structure
The Communications Authority of Kenya (CA) is the regulatory agency for the ICT industry in Kenya with responsibilities in telecommunications, cyber security, e-commerce, broadcasting and postal/courier services. The CA is also responsible for managing the country’s numbering and frequency spectrum resources, administering the Universal Service Fund (USF) as well as safeguarding the interests of users of ICT services.
In furtherance of the responsibility of administering and managing the country’s Numbering, Naming, Addressing, and Identification (NNAI) resources, the Authority has developed an enhanced draft NNAI framework. The draft framework aims to increase the NNAI resource capacity, hence ensuring adequate NNAI resources to cater for the increasing use cases that need the said resources, as well as keeping abreast with technological changes.
Further, noting that NNAI resources are finite, the draft framework proposes introduction of annual fees for select NNAI resources used by service providers in the network as well as special patterned numbers.
Members of the Public, ICT Service providers, and Stakeholders in the ICT sector are invited to submit their representations on the proposed framework by October 17th, 2025. Submissions should be made via the email address: numbering@ca.go.ke

The Communications Authority of Kenya (CA) is finalizing the Data Pricing Study, which aims to provide evidence-based guidance on appropriate and proportionate regulatory interventions, ultimately enhancing affordability and reducing the digital divide.
As part of the stakeholder validation process, the Authority held a validation workshop on 6th February 2026 at the Kenyatta International Convention Centre (KICC), Nairobi, bringing together industry stakeholders and consultants, to discuss the study’s key findings and preliminary recommendations.
Following validation workshop, the Authority invites stakeholders to review and submit written comments on the Draft Final Report.
