KICA Regulations RIA
The Ministry of Information, Communications and the Digital Economy is the principal government body responsible for the formulation, implementation and oversight of policies and strategies that drive the development of Kenya’s ICT sector and digital economy, including telecommunications, broadcasting, information technology and digital services; it spearheads national digital transformation initiatives such as e-government, promotes digital inclusion, innovation, and infrastructure development, ensures cybersecurity and data governance frameworks are in place, coordinates investment and growth within the sector and provides policy direction and oversight to sector regulators and institutions. The Kenya Information and Communications Act, Cap 411A mandates the Cabinet Secretary in consultation with the Communications Authority of Kenya to develop regulations.
The Ministry having revised the Kenya Information and Communications Act, Cap 411A subsidiary legislation and in compliance with the Statutory Instruments Act, Cap 2A conducted Regulatory Impact Assessment and subjected the Regulatory Impact Statement for public participation.
