Authority Advances Licensing Management System Rollout with Pilot Phase Underway

The Authority has launched a pilot of its new Licensing Management System (LMS), following successful onboarding of licensees onto the digital platform.

The LMS, which went live on 30 June 2026, is designed to provide faster, more efficient and more convenient online access to the Authority’s licensing services while enabling real-time tracking of licence applications, enquiries and compliance resolutions.

Activities began with an internal pilot involving user departments last week. A second pilot phase, engaging selected licensees, will commence next week and will run through the end of September to validate system performance, gather user feedback and refine processes.

As part of the pilot, the Authority organized a simulation exercise with user departments to test both the client portal and the back-office services. The exercise assessed the functionality and readiness of key workflows that will support service delivery through the LMS.

Key processes covered during the pilot include:

  • User account creation (assisted and self-service)
  • Competition management
  • Complaint management
  • Type approval process review
  • Licence applications
  • Licence management
  • Compliance returns and management
  • Evaluation of Environmental Impact Assessment (EIA) reports
  • Client/Licensee Dashboard on the Client Portal
  • Reports relevant to licensees

The pilot programme is structured to receive feedback from stakeholders and  ensure a smooth transition to the full system ahead of its public launch scheduled for October 2026.
