Authority  Invites Public Views on New Mobile Network Quality Standards

The Communications Authority of Kenya (CA) has launched a nationwide public consultation aimed at reviewing the framework used to measure the Quality of Service (QoS) of mobile telecommunication services, in a move designed to align regulation with rapid technological changes in the sector.

In a public notice, the Authority said the review is being undertaken in line with its consumer protection mandate under Section 46A (a) of the Kenya Information and Communications Act. The existing QoS framework, first developed in 2018, set out standards and benchmarks for assessing the performance of mobile networks across the country.

However, significant developments in the telecommunications subsector over recent years, including the rollout of advanced mobile technologies such as 4G and 5G, which have prompted the regulator to reassess whether the current framework remains adequate.

“The telecommunications landscape has evolved considerably since the initial framework was developed,” the Authority noted. “There is a need to review and update the QoS measurement framework to ensure it captures emerging technologies and continues to safeguard consumer interests.”

The Authority is now inviting stakeholders, including members of the public, mobile network operators, and other licensed service providers, to examine the proposed revised framework and submit their views. The consultation is part of a broader constitutional requirement for public participation in regulatory decision-making.
