Kenya Ranked Top in ICT Regulation in Africa by ITU
Kenya has been ranked as the leading country in ICT regulation in Africa, according to the latest International Telecommunication Union (ITU) ICT Regulatory Tracker.
In the 2025 assessment, Kenya scored 93 points, rising from 92 in 2023, and secured the top position in Africa. Nigeria and South Africa followed with 92 and 88 points respectively. On the global stage, Kenya ranked 20th out of 194 countries, with Italy, Lithuania, Finland, and Ireland leading globally.
The ITU, a specialized UN agency for ICTs, recognized Kenya’s advanced fourth-generation (G4) regulatory framework—one that is inclusive, competitive, and innovation-driven. The ranking reflects the strength of CA’s policies and its commitment to enabling universal access, fair competition, and a technology-neutral regulatory environment.
“This ranking is a testament to the excellent work CA has done in spearheading Kenya’s digital transformation,” said Mr. Steve Isaboke, Principal Secretary for Broadcasting and Telecommunications. CA Director General Mr. David Mugonyi noted that the recognition comes as the Authority prepares to mark its 25th anniversary, celebrating two and a half decades of transformative ICT regulation.
Kenya’s continued rise in the global ICT regulatory landscape affirms its position as a regional leader in digital policy and innovation.
